Converting a Foreign Driver's License in New Jersey

New to New Jersey with a license from another country? What the NJ MVC requires, reciprocity exceptions, and how to prepare for the knowledge and road tests.

North Jersey is home to people from all over the world, and many arrive with years of driving experience. Here's what New Jersey requires to switch to a NJ license, based on NJ MVC guidance.

Visiting vs. moving here

According to the NJ MVC, visitors to the U.S. may drive for up to one year with their foreign license as long as it is accompanied by an International Driving Permit issued in their prior country of residence. If you become a New Jersey resident, plan to get a New Jersey license.

Tests for out-of-country applicants

The NJ Driver Manual states that all out-of-country applicants must pass the knowledge test and a vision screening and may be required to pass a road test. Road test waivers aren't guaranteed; MVC staff review your documents.

Reciprocity agreements

The MVC lists reciprocity agreements with the Republic of China (Taiwan) and the Republic of Korea for applicants 18 and older seeking a non-commercial Class D license. Eligible applicants with the required documents may be exempt from the knowledge and road tests. Check the MVC's "Moving to New Jersey" page for current countries and documents.

How we help international drivers

  • NJ rules orientation: jughandles, right on red, school buses, the "Move Over" law, and how Bergen County highways like Route 17, Route 4 and the Garden State Parkway work.
  • Road test prep: NJ-style K-turns, parallel parking, backing and examiner expectations.
  • Car rental for the road test if you don't yet have an insured vehicle.
  • Patient, clear communication. Tell us if you'd like to work on specific vocabulary.
